Qualified Energy Conservation Bonds (QECBs) have enormous potential to create Clean Energy Jobs. They can be used to finance projects that save energy and put Americans back to work.
So far, however, only a handful of state and local governments have deployed QECBs, even though qualifying clean energy projects can be financed at very low interest rates. QECBs remain vastly under-utilized in part because the authorizing federal legislation is too vague.
We respectfully request that you direct the IRS to issue Temporary Regulations or a Revenue Procedure on QECBs so that state and local governments can strengthen our economy by saving energy and creating jobs.
